Here's a tutorial for making animated rain.

We'll be using this screencap from Spareoom.net.

1.) Open up a new icon file. Open the image in your icon. Color, crop, etc.

2.) Make sure all the layers are merged into one layer.

3.) Then open a transparent layer.

4.) Choose the rope tool.

5.) Now draw around the windowpane. This is where the rain will go. It doesn't have to be perfect, but you want to get as much of the windowpanes as possible.

6.) Now go to Filters>Noise>Hurl.

7.) Check the box next to randomize. Put 50 for the % of randomization and 1 for repeat.

8.) It should look colorful. Like this:

9.) Now you want to desaturate the transparent layer so that it isn't colorful anymore.

10.) Click luminosity, then click okay.

11.) Now it should look like this:

12.) Now go to Filters>Blur>Motion Blur.

13.) Click linear then put 34 for the length and 121 for the angle.

14.) It should look like this:

15.) Change the transparent layer to screen opacity 100.

16.) Now it should look like this:

17.) Make another transparent layer and repeat steps 6-16. Repeat this several times. For this tutorial I made a total of 5 transparent layers. Note: Don't duplicate the first transparent layer because the animation will not work otherwise.
18.) Now duplicate the background image 4 times.

19.) Arrange the duplicate background layers so that it is paired off with a transparent layer. The top layer should be a transparent layer.

20.) Click on the top transparent layer. Then go to Layers>Merge down.

21.) It will merge with the background layer underneath it. Do this with all the transparent layers.

22.) Now go to Filters>Animation>Optimize (for GIF). A new file should open. You can close the old file.

23.) Now right click on the 1st layer. Go to Edit Layer Attributes and click on it.

24.) Change the 100ms to 150ms and click okay.

25.) Save the file as a GIF. A box should pop up. Make sure to save it as an animation. Don't save a s grayscale either.

26.) Another box will pop up. Leave it as is. Make sure the loop forever box is checked. Then click save.

27.) Voila! You have animated rain!
