Blue-Black Coloring
Made in PSPX, fully translatable
Going from this:
to this:

Open your base. I used a base from Spareoom.net.
Blur/soften her skin and sharpen her eyes and lips.
Duplicate the base and set it to burn 100% opacity.
Duplicate the base again and bring the duplicated layer to the top. Set it to screen light 100% opacity.
Add a color balance layer and input these settings: shadows: cyan: 100, magenta: 0, yellow: 100 with the the preserve luminance box checked.
Add another color balance layer and input these settings: shadows: cyan: -67, magenta: 0, yellow: 0 with the the preserve luminance box
checked.
Add a hue-saturation layer with these settings: green saturation: 76, cyan saturation: 65, blue saturation: 65.
Add another color balance layer and input these settings: midtones: cyan: -100, magenta: 0, yellow: 100 with the the preserve luminance box checked. Voila!
